He was predeceased by: his parents, Haskel Fowler and Molly Jane Morgan Fowler; his son Tony Lee Fowler; and his siblings, TJ Dunn and Gwen Taylor.
He is survived by: his wife Darlene Blevins Fowler; his sons, Jason D. Hill, Stacey D. Fowler and Roy D. Fowler; his daughter-in-law Tracy Fowler; his siblings, Jerry, Joe, Perry Culberson and Phyllis McDaniel; his siblings-in-law, Randall Blevins, Melissa Culberson and Ginger Blevins; his grandchildren, Brennan Hill, Mandy Thomas, Tiffany Fowler and Kaylan Hill; and his great grandchildren, Bryant Thomas, Bella Thomas, Camryn Benson, Easton Deupree and Maddox Hart. He is also survived by nieces and nephews.
