He was predeceased by: his parents, David W. Phelps and Martha K. Floyd Phelps. He is survived by: his wife Rene'May Phelps; his children, Christy Phelps of Maryville, TN and Bryan (Khara); his grandchildren, Brody of Paducah, KY and Aubry Phelps of Paducah, KY; and his siblings, Marda Phelps Wallace (Bryan) of Jackson, TN and Greg W. Phelps (Lorraine).
