He was predeceased by: his parents, Kenneth Milligan and Anita Cecilia Maher Milligan; and his son Kenneth Vincent. He is survived by: his wife Vickey Milligan of Smithville; his children, Karen Hylton (Jeff) of Ohio, Robin Gilman of Louisiana, Bridgett Gilmore of Mississippi, Terika Faux of Smithville and Joshua Vincent (Tracy) of Smithville; and his sister Linda Ferguson of Washington. He is also survived by 10 grandchildren and 9 great-grandchildren.
