He was predeceased by: his parents, Otis Baxter and Myrtle Hunt Baxter; and his former wife Annie Sue Baugus Whitman. He is survived by: his wife NorRean Baxter of Lexington, TN; his children, Thomas Baxter of Murfreesboro, TN, David Baxter (Danielle) of Adamsville, TN, Andrew Baxter of Lexington, TN, Kevin Baxter (Hannah) of Savannah, TN and Amy Keen (Jeremiah) of Lexington, TN; his stepchildren, Todd Shaffer, Lee Shaffer of Lexington, TN and Amy Franks of Boliver, TN; and his sister Sharron Grove of Counce, TN. He is also survived by 11 grandchildren.
