He was predeceased by: his parents, Garley Neal and Bessie Neal (Dean); and his brother Robert "R. P.". He is survived by: his children, Tracy Scott Neal (Marti), Angela Neal Rich, Esther Neal Bray (Richard), Christine Neal, Michael Neal (Desiree), Virgil Neal Jr. (Donna) and Beverly Neal Hughes; his siblings, John B. Neal (Sherry) of Alabama and Geri Ward of Mooresburg; and also Collean Neal (Carr). He is also survived by several grandchildren and great-grandchildren.
In lieu of flowers, contributions may be given to the Alzheimer's Association in memory of Virgil.
