He was predeceased by: his son David Alexander Elkins; and his parents, Henry Elkins and May Brewer Elkins. He is survived by: his wife Katherine Long Elkins; his children, Caleb Elkins of Rogersville and Dana Price (Michael) of Kingsport; his grandchildren, Harper Price, Ella Price and Heidi Price; his brother Gene Elkins (Peggy) of Rogersville; his siblings-in-law, Ronald Gilliam and Sara Gilliam; and his close friend Terry Thomas. He is also survived by nieces and nephews.
