He is survived by: his wife Stephanie "Sis" Price Duggan of Riceville; his sons, Stephen Douglas Duggan (Maranda Cole) of Tellico Plains and Lucky Wendell Duggan of Riceville; his siblings, Ricky Duggan (Sherry) of Athens, Karen Whitener of Riceville and Debbie Wilson of Riceville; and his father-in-law Wendell Price. He is also survived by several nieces and nephews.
