He was predeceased by: his parents, Louis Dale and Doris Geraldine Willis; and his siblings, Patsy Waterman (Bruce), Terry Carter (Glenn) and Glenn Anthony "Tony" Willis.

He is survived by: his wife Carolyne; and his siblings, Dale Bushulen (Billy), Karey Gregory (Randall), Doris Willis, Harriet Springer (Michael), Amanda Willis and Phillip Willis (Beverly). He is also survived by numerous nieces and nephews.

“Every Sunday for the past year and a half I would hear his unfailing baritone greeting: “Whatcha know?” Starting there, Cecil and I would launch into what movies we had seen or what books we were reading. As a recent transplant from Texas, Cecil would load me down with Southern crime novels and DVDs of recent movies. We discussed politics, Netflix, the South and Lutheranism. In short, Cecil and I were fast friends and I will miss him dearly.”
