He was predeceased by: his parents, Robert Rutledge and Maggie Lou Rutledge; and his siblings, Fredrick, Helen Ballman, Dorothy Sams and Bobbie Joe Rutledge.
He is survived by: his wife Mary Emma Rutledge; his sister Carolyn Light of Kingsport; his children, Robin Wininger and Curtis Rutledge; his daughter-in-law Elvira Rutledge of Kingsport; his grandchildren, Emira Wininger (MA), Jesse Edwards, Emily Wininger of Scottsdale, AZ, Regan (Nathan Brooks) of Shawnee, KS, Jeremy Gonzalez, Pablo Rutledge and Isabella Rutledge of Kingsport; his great grandchildren, Lincoln Brooks, Everett Wininger Edwards and Bennett Rider Brooks; and his nephew Steve Ballman of Annapolis, MD. He is also survived by several other nieces, nephews, great nieces and great nephews.
