He was predeceased by: his parents, Elmer Phelan and Oaunta Phelan; and his daughter Kim Phelan Edwards. He is survived by: his wife Carolyn Miller Phelan; his son Kevin Phelan (Belinda) of Mt. Pleasant, TX; his stepdaughter Kimberly Mayo Cowart (Glen) of Louisville, TN; his grandchildren, Miranda Keith (Billy), Alyson Martinez (Ferdinand), Abigail Phelan, Matthew, Michael and Anthony; his great grandchildren, Ally Vea, Jenna and Ben; and his sister Mary Ella Peterson (Roger) of Mt Carmel, IL. He is also survived by nieces and nephews, and many friends.
Due to COVID concerns, no services will be held.
