He was predeceased by: his parents, Harvy T. Carter and Elizabeth Carter; his son Jeffrey Carter; and his siblings, Dan Carter, Edgar Carter and Dorothy Carter.
He is survived by: his wife Rachel Ary Carter of Milan; his daughter Becky Dodd (Dale) of Henderson; and his grandchildren, Michael Dodd (Terri) of Medina and Stephanie Tartt (Jeff) of Olive Branch, MS. He is also survived by six great-grandchildren.
