He is survived by: his mother Betty Starnes Axton (William); his siblings, Janet Starnes Way (Bob), William Starnes (Dee), Julia Starnes Conner (Kendall), Susan Starnes and John Starnes; and his sons, Kevin Starnes, Joseph Starnes (Nicole) and J. W. Starnes, Jr. (Michelle). He is also survived by 4 grandchildren.
