He was predeceased by: his former wife Carolyn Mynatt Haggard; his wife Patricia Haggard; his parents, Clyde Haggard and Eden Haggard; and his siblings, Jimmy Haggard, Everett Haggard and Evelyn Haggard.

He is survived by: his niece Cindy (Russell Johns) of Luttrell; his sister-in-law Judy Haggard of Luttrell; his daughter Robin Ballard; his grandsons, Kevin, Gregory Wright and CJ Ballard; his great-nephew Jeremiah Tharp; his great-nieces, Katlyn and Tracy Johns; and his close friend Elmer Tallent.
