He was predeceased by: his parents, A. V. Phillips and Cloreda West Phillips; his sister Vivian Phillips Sexton; his parents-in-law, William Donald and Helen Lorene Smithers; his sister-in-law Tina Smithers; and his niece Brandi Smithers.
He is survived by: his wife Carolyn Smithers Phillilps; his children, Tonya Jeffers, Crystal Hall, William Phillips (Sarah), Timmy Phillips (Stacia), Angel Duncan (T. J.), Jestine Phillips and Ashley Phillips; his brother George Harold Sexton (Ruth); and his siblings-in-law, Debbie Harness and Wade Smithers. He is also survived by 11 grandchildren; 3 great-grandchildren.
