He was predeceased by: his wife Gay Nelle Combs Payne; his parents, Oscar L. Payne Sr. and Belle Fillers Payne; and his siblings, Hazel Hensley, Ruby Case, Maudie Belle Payne, Richard Payne, Clifford Payne, John Wesley Payne and Howard Payne.
He is survived by: his son Douglas L. Payne (Felecia Payne); and his granddaughter Tai Hintz (Ryan). He is also survived by several nieces and nephews.
Visitation was held on Saturday, April 19th 2025 from 12:00 PM to 2:00 PM at the Doughty-Stevens Funeral Home (1125 Tusculum Blvd, Greeneville, TN 37745). A funeral service was held on Saturday, April 19th 2025 at 2:00 PM at the same location.
