She was predeceased by: her mother Laura Toby; her husband William D. Carter; her sons, J. C. and Shannon Carter; and her grandsons, Joseph Carter and Michael Zigler.
She is survived by: her children, Paul (Julie Carter), Gary Carter (Strawberry Plains), Lee Roy (Tracy Carter), Adam Carter (Madisonville), Tony (Tasha Carter) and Leisa Carter (Greeneville); and her great grandchild Debra Cutshall (Cindy Cutshaw). She is also survived by several grandchildren, great grandchildren, and nieces and nephews.
