He was predeceased by: his parents, Frank Carter and Eunice Carter; and his brother Lloyd Carter. He is survived by: his wife Brenda Carter; his sisters-in-law, Karen Lane (Mike) and Sylvia Carter; his nieces, Nicki Sentelle (Chris), Brittani Hirschy (Nick), Teri Wright and Angi Brown (Chuck); his nephew Mike Carter (Sherree); his great-niece Rachel Cox (Greg); and his great-nephews, Carter Wright (Kiri Hamm), Bronson Carter (Tessa) and William Wright IV (Allie Moran). He is also survived by three great- great nieces and four great - great nephews.

Visitation was held on Tuesday, March 25th 2025 at 1:00 PM at the Kiser-Rose Hill Funeral Home (125 Idletime Dr, Greeneville, TN 37743). A graveside service was held on Tuesday, March 25th 2025 at 2:00 PM at the GreeneLawn Memory Gardens (4159 Asheville Hwy, Greeneville, TN 37743).
