He was predeceased by: his parents, W. C. Howard Sr. and Pauline Ruth Davis Howard; his wife Margaret Montain Howard; his brothers, Ernest Randal and Leroy Charles Howard; and his grandchildren, Michael David Howard Jr. and Elizabeth Ann Smith.
He is survived by: his children, Earl Howard (Debbie) of Dayton, TN, David Howard (Thelma) of Spring City, TN and Helen Holland (Mark) of Dayton, TN; and his siblings, Janie Weber (Terry) of Gray, TN and William C. Howard Jr. of Chattanooga, TN. He is also survived by 7 grandchildren, 10 great grandchildren and several nieces and nephews.
