She was predeceased by: her parents, Owen Qualls and Ollie Mae Harris Qualls; her husband Otto Lowe; her children, Glenn Lowe, Melvin Lowe, Clyde Lowe and Ella Mae Bilbrey; her siblings, Donald Lee Qualls, Ezra Qualls, Josephine Harville, Ola Harville and Sally Fisher; and her sons-in-law, Larry Pryor and Harry Bailey.
She is survived by: her children, Dale Lowe of Pikeville, TN, Claude Lowe of Pall Mall, TN, Billy Joe Lowe of Clarkrange, TN, Earl Lowe (Teresa) of Crossville, TN, Kathy Lowe of Crossville, TN, Brenda Bailey of Crossville, TN and Rachel Pryor of Crossville, TN; and her sister Faye Phillips (Hobert) of Rickman, TN. She is also survived by great grandchildren.
