He was predeceased by: his parents, John Banks and Betty Phillips; his sister Vondle Foster; and his brother-in-law Steve Foster. He is survived by: his son William Phillips, II; his granddaughter Eva Marie Phillips; and his brother Gene Phillips.

In lieu of flowers, the family suggests making a donation to the veteran's charity of your choice.
