He is survived by: his wife Kathy Jo Wininger; his children, Robert Lee Wininger Sr. of Florida and Stacy Jo Proctor Jr. (Mike) of Tennessee; his grandchildren, Robert Lee Wininger, Jr., Pepper Thomas Wininger, Samuel Isaiah Proctor, Elijah Michael Proctor, Brittany J. Laing, Mariah Faith Proctor and Hannah Elizabeth Proctor; his siblings, W. Lee Wininger, Russell L. Wininger (Brenda), Myra "June" Hogan and Ivy Grammer; his nephew Russell Wininger, Jr.; his nieces, Lisa Rena Wininger (Craig Jones), Stacey Lynn Wininger Chaffin and Stephanie Kathleen Hogan; his great-nephew Landon Richard Ellis; his great-nieces, Morgan Rena Jones Frey (David), Natalie Mathena, Savannah Bunch Kemp and Leslie Bryanne Ellis (Roger Kolaski); his aunt Dottye Holland; his great-aunt Bonnie Cotrell; and his uncle Ralph Williams. He is also survived by cousins and many lifelong friends.
He had socks, gloves, and hat drives to donate to area homeless shelters.
