He was predeceased by: his parents, Early Riggs and Nancy Grooms; his son James Hershel Riggs, Jr.; and his siblings, Sherry Tanaka, Helen Riggs, Billy Riggs, Marty Grooms and Richard Grooms.
He is survived by: his daughter Jolena Burke (Tommy) of Bruceton; his siblings, Mary Mitchell (Donald) of Huntingdon, David Riggs (Nancy) of Bruceton, Robert Riggs (Kim) and Stanley Riggs (Cyndi) of McKenzie; his grandson Tyler Burke; and his great grandchild Mia Burke of Bruceton.
