He was loved and cherished by many people including: his parents, R. V. Taylor and Gertha Halliburton (Bobby); his wife Devonne Jalean Starks; his siblings, David Halliburton, Cynthia Halliburton, Tracy Barber Thomas (Christopher), Clarence Taylor (Betty) and Bonnie Maclin; his children, Raymond Starks, Jr. (Shamika), Antwon Farral, Cory Humphrey, Marketta Sims, Antonio Sims, Ryan Starks (Saeedah), Lori Starks, Lindsey Starks and Phillip Johnson (Sherrell); his father-in-law Joe Taylor; and his brothers, James Halliburton and Robert Halliburton.
With social distancing restrictions in place, private services will be Thursday, January 14, 2021, at 11:00 A. M. at Farmers Chapel C. M. E. Church in Brownsville.
