He was predeceased by: his parents, Dempsey B. Dugger and Mary McCloud Dugger; his brother James Jackson Dugger; his brother-in-law John W. Rush; and his son-in-law Anthony "Tony" Wayne Ketron.
He is survived by: his wife Peggy Eades Dugger; his children, Richard "Rick" Dugger (Charlene), Donald Dugger (Sherree) and Melinda Ketron; his grandchildren, Rebecca Meade, Cherith Roberts, Storm Ketron and Seth Ketron; and his sister Anna Rush. He is also survived by four great grandchildren.
