He was predeceased by: his parents, Benjamin F. Howell and Eula Mae Powell Howell; his daughter Arleen Emison; his brothers, Robert Lee Howell and Wallace Howell; his half-brother Hobert White; his stepbrothers, Mell Bratcher and Walter Scruggs; and his sister Hazel Howell.

He is survived by: his wife Louise Clark Howell of Bells, TN; his daughters, Brenda Duke (James) of Sunbright, TN, Juanita Howell of Bells, TN and Bettye Cupples of Bells, TN; his grandchildren, Heather Williams of Bells, TN, James Daniel Gilliam and Nathan Emison (Kristen) of Bells, TN; his great grandchildren, Holly Fowler (Daniel), Lucas Gilliam and Amelia Jayne Emison; his great great grandchild Emma Sophia Fowler; and his pet Henry. He is also survived by numerous cousins, nieces and nephews.
