He was predeceased by: his parents, Scott Carter and Birchie Mae Roberts; his wife Carol Powell Carter; and his sister Nell Jarrell. He is survived by: his sister Frances Kemp of Baxter, TN; his niece Kathy Norton (Glen); and his nephew Robert Morgan (Beverly).
