She was predeceased by: her parents, James Billingsley of Washington and Clevia Lousia Flatt Billingsley; her husband Harold Carter; her siblings, Leo of Roscoe, J. T., Austin, Ernest Billingsley, Ruby Goolsby and Velma Flatt; her son-in-law Richie Meadows; and her stepgrandson Jeb Kinnaird.
She is survived by: her children, Max Carter (Carol) of Cookeville, TN and Debbie Kinnaird (Ronnie) of Gainesboro, TN; her sisters, Juanita Gross (Denzel) of Sterling Heights, MI and Della Thompson of Clinton Township, MI; her granddaughter Misty Dawn Stewart; her great grandchildren, Brooklyn Gibson (James), Courtney Scott (Kalleb), Jordan Rodgers, Nolan Meadows and Dakota Rodgers; and her great great grandchildren, Raylan Gibson, Karson Lykins and Cooper Lykins. She is also survived by 13 Step Great Grandchildren.
