He is survived by: his wife Wilma Clark Duggan of Athens, Tenn.; his children, Lisa (Joel Webb), Annette (Douglas Green), Mary Duggan of Athens, Tenn., John (Brittany Duggan) and David (Karen Duggan); and his siblings, Lois Duggan of Reston and William H. C. Duggan of Athens.
