He was predeceased by: his parents, Martin Carter and Reita Boles Carter; his wife Mary Quinn Carter; his siblings, John Carter and Clara Davis; and his nephew Dewayne Davis.

He is survived by: his daughters, Janice Carter and Kendra Carter-Mansfield (Parrish); his grandchildren, Zach Baker, Blakely Baker, Kensley Mansfield and Zane Mansfield; and his great grandchildren, Landon, Haleigh, Reace and Asher.
