He was predeceased by: his wife Carol; and his parents, Howard Foster Sr. and Minnie Lee Foster. He is survived by: his daughter Tracy Mills (Robert); his nephew Bill Sue III; his siblings, Robert Foster, Wanda Johnson and Betty Sue; and his grandchildren, Brian Mills and Tamara Mills. He is also survived by five great-grandchildren; along with several nieces and nephews.
