He was predeceased by: his parents, Raymond Whitlock and Lillian Whitlock (Fisher); and his brothers, David and Gary Whitlock. He is survived by: his wife Leida Whitlock; his daughter Melissa Hansvick (Matthew); his half-brother Jeff Pederson; and his sisters, Linda Kruse, Ginger Poling and Barbara Doty.

In lieu of flowers, the family requests to send donations in honor of Cecil Whitlock to Pheasants Forever.
