He was predeceased by: his parents, Fred Phinney and Lucille Phinney (Perrenoud); his sisters, Mildred Phinney and Betty Wettestad; and his son Robert Phinney.
He is survived by: his wife Lois Randall; and his children, Randy, Cynthia Habermann (Jon) of Rochester, MN, Linda Cady (Mike) of Cumming, GA and Randall Phinney of Lake City, FL. He is also survived by 12 grandchildren; and many great-grand children.
