He was predeceased by: his parents, James Waters and Zella Waters (Hall); his wife Beverly Waters; his son Tom Waters; and his brother Russell Waters.
He is survived by: his daughter JoBeth Cook of McCook Lake, SD; his grandchildren, Meghan Rozell (Adam), Samuel, Benjamin of Elk Point, SD and Ryan Cook of Dakota Dunes, SD; and his siblings, Dorothy Higgins of Omaha, NE, Bernice Heider (Bill) and Paul Waters (Suzanne) of Stockton, CA. He is also survived by many nieces and nephews.
