He was predeceased by: his parents, Fred Osborne, Sr. and JoAnne Roop Neil. He is survived by: his wife Rebecca Neil; his son Robert Paul Neil of McConnells, SC; his brother Steve Neil (Diana) of Jodie, WV.; his grandchildren, Kelsey Jackson (Devon) of York, SC and Chase Neil (Maria) of Fort Carson, Colorado.; and his great grandchildren, Cecilia, Kingston, Xavier, Bailey, Conner and Maci. He is also survived by Several nieces and nephews, great nieces, great nephews and one great, great niece.
