He was loved and cherished by many people including: his parents, Ned Anthony Carter, Sr. and Ann Hodges Carter; his wife Terry Lynn Brown Carter of Williams; his children, Joseph Anthony "Jody" Carter of Williams and Kimberly Renee Carter of Williams; his brother Charles Phillip "Phil" Carter of Williams; his parents-in-law, Herman Brown of Ehrhardt and Leslie Brown of Ehrhardt; his brother-in-law Del Brown (Stephanie) of Ehrhardt; and his nieces and nephews, Julia Chay Carter, Anna Miley Carter, Phillip Reed Carter, Hayden Gant Brown, Landon Parker Brown and Jack Russell.
