He was predeceased by: his parents, Bennie Will and Sara Huntley Watkins; and his siblings, Sandra Watkins Strange, Marvin Watkins and Glenda Watkins.
He is survived by: his wife Kaye Edwards Watkins; his son Cecil William "Bill" Watkins, Jr. (Susan); his grandsons, William Payne Watkins of Bishopville and Russell Anderson Watkins of Bishopville; his sister Cynthia Watkins Leaphart (Bill); and his brother-in-law Grady Strange. He is also survived by several nieces and nephews.
