He is survived by: his wife Deborah Webb Payne of Seneca; his sons, Michael Payne (Kristie) of Seneca and Chad Payne of Seneca; his siblings, Milton Blackwell (Sheila) of Walhalla, Ricky Payne (Ann) of Walhalla, Gene Payne (Bonnie) of Walhalla, Teresa Cook (David) of Laurens, SC, Cindy Turpin, Gaynell Rogers and Diane Lusk (Jerry); his sisters-in-law, Jackie Childers of Salem, Carol Denise Simmons of Seneca and Tina Elaine Looper of Salem; and his grandchildren, Dakota Maybin, Marie Hoover, Karah Hoover, Cierra Payne and Jakayah Hoover.
