He was predeceased by: his parents, James H. Baxter and Carrie E. Baxter; his wife Dorothy Baxter; and his brother Willard. He is survived by: his children, Dwayne Baxter and Diane Baxter Beard; his grandchildren, Alex, Allison, Caroline, Catherine and Matthew; and his friend Nancy Tobul. He is also survived by 12 nieces and nephews.
