He was predeceased by: his parents, Ora Earl Otto and Winne Evelyn Patterson Otto; his former wife Elizabeth Lenore Sheldon Otto; his daughter Carolyn Otto; and his brother Earl P. Otto.

He is survived by: his children, Ann Elizabeth Byrum (Richard) of Ridgeway, SC and Stephen Otto (Carol) of Payson, AZ; his grandchildren, Jenny Cox (Clay), Quintin Byrum, Logan Byrum, Devon Otto and Erin Otto; his great grandchildren, Cohen Cox and Cruz Cox; and his wife Betty Otto.

In lieu of flowers, memorials may be sent to the Alzheimer's Association in memory of Eugene's beloved wife, Betty Otto.
