He was predeceased by: his parents, Noah Fenton Carter and Macie Floy Whitworth Carter; his son Tony Carter; and his brothers, Maurice, Winfred and Frank Carter.
He is survived by: his wife Loma Watkins Carter; his children, Kathy Helton (George) of Rutherfordton, NC, Gary Carter (Priscilla) of Moncks Corner and Billy Carter (Susan Litchfield) of Moncks Corner; his siblings, Shirley Price of Westminster and Harold Carter (Brenda) of Westminster; and his sister-in-law Jean Carter of Westminster. He is also survived by nine grandchildren and thirteen great grandchildren.
