He was predeceased by: his parents, David Locklear and Leola Locklear; his son Bruce Edward "Johnny" Oxendine; his granddaughter Makayla Locklear; and his siblings, Elijah, David, James, Curtis, Pearlee, Justice "Jess", Strawdie, Adar, Jannie Ruth and Rosetta.
He is survived by: his wife Gladys Locklear; his children, Rev. Rodney Locklear (Rebecca) of Ruckersville, VA, Connie Locklear (Chris) of Maxton, NC, Janet Locklear (Dwayne) of Rowland, NC and Angela Roberts (Earl) of Maxton, NC; his grandchildren, Kristin, Johnathan, Terri Beth, Hannah, Katelin, Faith, Nick, Jacob, Olivia and Raleigh; his sisters, Lillian Oxendine (Roscoe) of Dillon, SC and Delois Locklear of Rowland, NC; and his siblings-in-law, Mary Bull, Jeanette Sheppard and Nathan Oxendine of Laurinburg, NC. He is also survived by nine great-grandchildren.
Bro. Joe was a devoted member of Charity Outreach Church where he served as Chairman Deacon.
