He was predeceased by: his parents, Oscar M. Carter, Sr. and Geneva Lewis Carter; and his siblings, Sallie Carter, Eugene Carter, Billy Carter and Wanda Faye Carter.
He is survived by: his wife Hazel Carter of Latta; his children, Angela Dawn Carter of Latta, Christopher Monroe Carter (Debbie) of Sellers and Russell Stanley Carter (Tara) of Sellers; his grandchildren, Brianna Carter, Allison Carter, Riley Carter, Dawson Carter and Brynnley Carter; and his siblings, Johnny Carter (Betty) of Sellers, Diane Hyatt (Russell) of Sellers, Edna Miller of Sellers and Robert Carter (Vicky) of Dillon.
