He was predeceased by: his parents, Willis Franklin Ballard, Sr. and Mattie Robertson Ballard; his wife DeLee Garner Smith Ballard; and his sisters, Elizabeth Ballard Mobley and Carolyn Ballard Tilson.
He is survived by: his son Ethan of Spartanburg; his daughter-in-law Jennifer Sharp Ballard Page (Tim); and his grandsons, Jonah, Elijah and Samuel of Lancaster.
