He was predeceased by: his parents, Oria E. Phillips and Sue Lee Broome Phillips; his siblings, Wylie Phillips and Annie Loutee Catoe; and his brothers-in-law, Ralph Catoe and O. C. Catoe.
He is survived by: his significant other Nancy Phillips; his children, David Phillips (Marsha), Jeffrey Phillips and Wendy Phillips Snipes (Billy); his grandchildren, Christa Foust (Cameron), Chase Phillips (Lauren), Taylor Robinson (Justin) and Bryson Snipes (Breanna); his great grandchildren, Haven Foust, Wyatt Phillips, Tucker Foust, Clayton Phillips and Barrett Phillips; and his siblings, Frank Phillips (Marion), Fred Phillips (Ruth), Ernest Phillips (Peggy), Larry Phillips, Mary Lee Catoe and Pam Melton. He is also survived by many nieces and nephews.
