He is survived by: his wife Frances Joyner Phillips; his children, Barbara Denise Phillips, Marlena DeFillips (Todd), Brittany Phillips Bruss (Paul) and William Franklin Phillips Jr.; his nephews, Dennis Ondrasek (Jeannene) and James Adren Joyner, Jr. (Cindy); and his sister Hazel Tompkins. He is also survived by grandchildren and great-grandchildren.
