It is with great sadness that we announce the death of Howard Frank Starks (Florence, South Carolina), born in Erie, Pennsylvania, who passed away on July 11, 2018, at the age of 90, leaving to mourn family and friends. He was predeceased by: his parent Howard Glas Starks. He is survived by: his parent Loretta Seib Starks; his wife Nell Mitchell Starks; his children, David Starks (Toni) of Florence and Deanie Watts (Micky) of Georgetown, SC; and his granddaughters, Jacqueline Volz (David), Kendall Starks, Ashley Skipper (Davis) and Brittany Ellis (Brandon).
