She was predeceased by: her parents, William Ansel and Pearl Tinsley Hart; her husband Thomas Earl Payne, Jr.; and her sisters, Wanda Sue Hart and Jane Anne Olawsky.
She is survived by: her children, Thomas Patrick Payne (Lisa) of Fairview, NC and Suzanne Payne Hall (Cary) of Easley, SC; her grandchildren, Thomas Kyle Payne (Carter), Lydia Anne Moats (Jeffrey), Marlowe Newsome (Jordan) and Luke Hall (Kalie); and her great grandchildren, Emmy Jo Payne, Thomas River Payne, Jackson Newsome, Charlie Luke Moats and Thomas Gray Moats. She is also survived by her children, grandchildren and great-grandchildren.
In lieu of flowers, the family requests memorial donations be made in Billie's name to First Baptist Church for the Lottie Moon Christmas Offering, 94 S. Gaston St., Brevard, NC 28712.
