He was predeceased by: his father Charles Edward Carter, Sr.; and his sister Kimberly Perry Rodd. He is survived by: his mother Helen Perry Carter; his daughter Tammy Sue Strauss of York, PA; and his sisters, Brenda Carter of Dorchester, SC, Stephanie Perry and Elizabeth "Connie" Brown of York, PA.. He is also survived by nieces, nephews, other family and friends.
