He is survived by: his wife Joan Hall Waters; his children, Charles Waters (Kendra), Debbie Lewis (Robert) and Susan Griffin (Daniel); and his brother James Lynwood Waters. He is also survived by 7 grandchildren and 14 great-grandchildren.
