He is survived by: his children, Herbert Waters, Jr. (Ann) and Linda W. Hallman (Paul); and his brothers, Benjamin "Ben" Waters, Jr. (Susan), Clyde Waters, Albert Lee Waters (Henrietta) and Carl Ray Waters (Jewel). He is also survived by 5 grandchildren, 6 great-grandchildren.
In lieu of flowers, memorials may be made to a charity of ones choice.
